The Selection Advisory Committee (SAC) chairman administers the Authority's SAC Ordinance. This ordinance governs the process of soliciting proposals and recommending selection of professional engineering, architectural and landscape architectural design consultants to the Authority.

The process the Authority uses to select design professionals for Authority projects is based on an Act of Congress entitled the "Brooks Act" which states that the selection of design professionals shall be conducted using a qualifications-based procedure.
